Area Y

Area Y consists of 87 Entry level 3-4 bedroom homes, a park and a paseo. The projects, located in a Transit Oriented District, is oriented to first time buyers and will fill a major gap in available housing for both young and multi-generational families. It will add to the school population and bolster local retail sales.

Bringing Community Back

Area Y is a downtown redevelopment project in El Monte, California, delivered through a successful Public-Private Partnership (P3) following a competitive City-issued RFP to transform publicly owned land into new housing within a Transit Oriented District. The project will deliver 87 entry-level three- and four-bedroom homes, along with a new park and paseo, designed to serve first-time buyers and multi-generational families while helping fill a critical gap in attainable homeownership opportunities in the community.


The site presented significant challenges, including historic contamination from dieldrin that required coordination with the California Department of Toxic Substances Control (DTSC). Through collaboration with the City, grant funding was secured to remediate the land, followed by a Phase II environmental investigation and DTSC clearance for the transfer of the property. During the development process, the project was also impacted by the newly enacted Surplus Land Act, which introduced affordability requirements that threatened its economic feasibility. Through James’ strategic leadership and coordination with state officials, an exemption was secured under SB 747, allowing Area Y to move forward as envisioned. This effort not only made the project possible but also helped numerous other real estate developments across California advance.


Once completed, Area Y will create new homeownership opportunities for working families, contribute to local school enrollment, and strengthen nearby retail and neighborhood activity in downtown El Monte.
